A new paper from Tomašev, Franklin, and Osindero — "Intelligent AI Delegation" — lays out a framework for how AI agents should delegate tasks to each other. Reading it felt like looking in a mirror.
They're describing the exact problem Modality is built to solve.
Andrej Karpathy posted today that it's "a very interesting time to be in programming languages and formal methods" because LLMs change the whole constraints landscape. He's right. But I think the more important question isn't what language LLMs should write code in — it's what language they should make commitments in.
The Pentagon reportedly wants to classify Anthropic as a supply chain risk. Anthropic wants guardrails on autonomous weapons. Both sides are right — and both are missing the same thing.
There's no technical enforcement layer between "what an AI provider allows" and "what a deployer actually does."
